Preliminary Evaluation of Impacts to On-Street Parking

Field study conducted by M. Nizlek and T. Shafer, Pkwy Residents – 6/26/04

Objective: The purpose of the study was to gauge potential impacts to existing parking along the eastside of West Lake Sammamish Parkway, should a widening of 4 to 5 feet be made to the shoulder.

Technique: The study section was between Northup and I-90. Visual assessment was used to determine locations where parking occurs at present immediately adjacent to the roadway. Of these locations, additional assessment was made of the feasibility replacing impacted spaces by moving them further from the road. In addition, an estimate was made, where possible, of constraints to replacing lost parking on-site.

NOTE: Locations included single and multi-family residences.  No attempt was made to count the number of spaces, only the number of locations (properties) that would be impacted.

Conclusions: Approximately 25 properties (40 – 15) between Northup and I-90 would be able to conveniently replace lost, street side parking on the east shoulder, if widening of 4 –5 feet occurs.  Approximately 15 locations would not be able to do so.  Many of these would also have restrained ability to create space on site.

Recommendations: These properties need to be notified as early as possible of potential impacts. Also, since this effort was limited to the southern section of the Parkway, it should be repeated (by the City) for the northern section (or possibly refined over the entire length of the project.)
